Site collection administrators vs. Site owners (full control)

Here is a list of what the Site collection administrator can see that the site owner cannot.
 
Site Actions --> Site Settings
 
Users and Permissions
Site collection administrators (only an option when at a top level site)
 
Galleries
Workflows
 
Site Administration
Content and structure logs
 
The entire Site Collection Administration column is missing
This means that the full control user can't access the 2nd level recycle bin.

Hello Peter,

Site Content and Structure feature is only available for Site Administrators, not site owners. That is how SharePoint has been designed.

As a site owner, if you go to Site Actions --> Site Settings, you will not see the link for Site Content and Structure.

The only option to use this feature would be to promote a site owner as a site administrator.
