Last week I created a custom user property. The idea was to create an audience filtering with this custom property. After I created this property, I ran a full AD import which takes around 10 to 12 hours to complete for our farm. After the AD import was completed, I checked the value for this property for a few users and confirmed that the values have been populated. So far so good.
The next step was to create an audience and apply a rule with this property. Once this is done, on compiling the audience, though it shows that the audience is compiled, the total number of users shown is zero.
The reason for this behavior was because, when I created the Property, the Privacy Policy was set to “Only Me”. With this policy setting, when audience compiles, it cannot access the value for this property.

If you want to create Audience based on a Custom User Property, you would have to set the Policy Settings to Everyone.
